1) Prevent deletion of a WIP when daemon or daemon instruction prevents it.
2) Prevent make pending on a WIP that has a test build instruction.
3) Prevent deletion of a release when it is daemon enabled (partial implementation of DEVI-55453)
4) Update JIRA and DOCREP database connection strings.
5) Added ncc extension for the NSW CLUB CARD project.
6) Made Add/Edit/Delete Daemon Instruction permissions sensitive to the daemon instruction type.
