  We need to be able to generate a "difference" report between two different releases.
  
  The idea would be to use the "merge manager" feature to compare two releases. Then to be able to generate a difference report between the two with all the changes and DEVI's that have been fixed. You can probably ignore "ripple" builds if possible.

  I have asked Rupesh to implement a new CCB mode to release manager. This will differ to restricted mode in terms of Make Release on a manually built package: basically a leader will be able to do it in restricted mode (back to the future), but not in CCB mode.
