Implements new rules for archiving. Will quarantine a package version that meets all the following criteria:
- older than 31 days
- is not referenced as a current version in a release manager release
- is not referenced as a direct build dependency of a current version in a release manager release
Will quarantine file and soft links found in the top 2 dpkg_archive levels regardless.
