If a Release has WIP or Pending Packages the user is prompted to dispose of the package-versions. When this has been done the Release is now correctly placed in the 'Archive' state. Previously it was placed in the 'Closed' state.
Errors encountered when 'Deleting' WIP or Pending Packages are now displayed to the user.

1) Support multiple version control systems (Un-controlled, ClearCase, and SubVersion)
2) Remove dependency upon PACKAGE_BUILD_ENV and BUILD_ENVIRONMENTS tables
3) Improve the 'about' page and ensure it automatically updates as a result of a JATS build.
4) Remove database, notes, cgi-bin directories and their content (its all unused)
5) Fix scrollbar issue under firefox for version history pages
