1) Support multiple version control systems (Un-controlled, ClearCase, and SubVersion)
2) Remove dependency upon PACKAGE_BUILD_ENV and BUILD_ENVIRONMENTS tables
3) Improve the 'about' page and ensure it automatically updates as a result of a JATS build.
4) Remove database, notes, cgi-bin directories and their content (its all unused)
5) Fix scrollbar issue under firefox for version history pages

To add rate of change type metrics to the metrics display on the Release Manager home page.
Also removed error message given when mail sender object cannot be created when approving manual/auto-build releases.
