Added a new 'Role' to the access control system to allow delegation of access. If a user has been granted the 'DelegateRoles' roles , then that user can assign and revoke the roles of other users, limited to the users own roles.
ie: The user can grant/revoke another user any role that they have, but they cannot grant/revoke a role that they do not possess.

This will allow a Team Lead to:

Added members to their team
Provide them with some level of access.

Added a page that shows all an Applications Actions and allows editing of those actions that are overridden by the user.
Modified the page that displays a Users permissions and allowed creation of some overridden actions.
Now this page does not provide any editing.
It simply shows that User Permissions.
The creation and editing of override permissions has been placed on a separate page.

To formally release Jeremy Tweddles changes that have in fact been deployed on the production website for several months already. Changes include:
1) New ability to edit user account details
2) User accounts search works regardless of what page is currently selected
