DevTools/manifest-tool: Checkin by Svn Import
Support for multiple mug file sets within the the one build.
Only one per makefile.pl

Added --PkgSubdir=xxx to control subdir under 'mug' where files are packaged
Place generated Manifest file in the .LIB directory
