  Rejecting a package that has failed to build
  This will now increment the, internal, release sequence number so as to force the build daemons to re-plan the release.
  If the package is a WIP then the process of rejecting the package will cause the previous version to become the effective version and packages that prevented from building because of the failed WIP may be considered for building if they have other dependencies that have also changed.
