  Access control delegation
  Added a new 'Role' to the access control system to allow delegation of access. If a user has been granted the 'DelegateRoles' roles , then that user can assign and revoke the roles of other users, limited to the users own roles.
  ie: The user can grant/revoke another user any role that they have, but they cannot grant/revoke a role that they do not possess.
  
  This will allow a Team Lead to:
  
  Added members to their team
  Provide them with some level of access.
