DevTools/core_devl: Checkin by Svn Import
Minor changes:
* Initial Support for Visual Studio 2008
New platforms: CSHARP2008 and VS2008

* WIN32 Toolset
Corrected the -machine option passed to the Windows linker
Now passes -machine:X86 instead of -machine:IX86
