The Relman_export.sql file is a dump of the Stored proceedures and functions
from Release Manager.

It is here for reference purposes.
Getting it into Rm is fun and is done via patches.

It has been created via the Export Wizard of Jdeveloper
    DDL Options: Terminator,Pretty Print
    Export Objects: Package Spec, Package Body, Procedures Functions
